Instead of from a photo can I provide reasons such as “using 9 colors total, no more than 4 per group of colors, so a minimum of 3 groups” and provide an idea for the painting, then would your artists be able to give it a try?

Yes, as long as the idea is clearly presented, I could use limited colors that you specify.

That's impressionism. You're going to have to provide a size and explain how you'd like the sections. Since there are 9 total colors, there will be a repeated color that you'll have to choose as the dominant color(s) over the other 8/7. Let me know what will work for you.
